How to Get a Fence Approved in Forest Cove
Forest Cove is self-managed by the Forest Cove Property Owners Association (FCPOA), and its Architectural Control Committee must approve every fence, new or replacement, before work starts. There’s no management company in the middle. The association does not require a City of Houston permit, but you still have to pull any city permit that applies.
We’ve read the FCPOA documents so you don’t have to. At your estimate we fill in the fence specifications and draw the site plan the committee asks for; you sign and send it as the owner.
Independent contractor notice: Astro Outdoor Designs, LLC is a fence contractor, not the FCPOA, its board, or its committee. We don’t approve or deny applications. This page summarizes FCPOA’s published documents; the association’s documents control if anything differs.
Five steps to approval
Find your section
Fence height and placement rules differ by section. Use the FCPOA section map to find yours, then read that section’s deed restrictions.
Download the application
Get the ACC Permit Request Application from the Building Permits page. It’s a short Word document.
Attach a site plan
The fence guidelines ask for a plan showing materials, height, location, and construction. We draw this for every Forest Cove estimate so you don’t have to.
Email it in
Send the application and plan to both weareforestcove@gmail.com and sparkys65stang@aol.com. Questions go to ACC chair Wade Hopper at (713) 805-7234.
Wait for written approval
Section 1’s restrictions give the committee 30 days to respond. Keep your approval with your job file; we won’t set a post until you have it.

Forest Cove Fence Guidelines
FCPOA adopted a set of Perimeter Fence Guidelines that cover fences in front of the front building setback line. Backyard privacy fences are handled by each section’s deed restrictions. Here is the short version; the linked documents are the authority.
| Topic | Forest Cove rule |
|---|---|
| Backyard privacy fences | Allowed behind the front building setback line. Golf-course lots may carry extra restrictions. Maximum height varies by section, so check your section’s deed restrictions. |
| Fences in front of the front building line | Treated as “perimeter fences”: no taller than 6 feet and at least 75% open to view (no more than 25% opaque) unless the ACC approves otherwise. Section 1’s deed restrictions go further and prohibit any fence, wall, or hedge over 2 feet forward of the front building line. |
| Allowed perimeter-fence materials | Non-ornamental wrought iron, tubular steel, galvanized metal, and wire panel (openings at least 2 inches). No more than two material types without ACC approval. |
| Not allowed without a variance | Barbed wire, razor wire, glass, slats, pickets, and metal shards on perimeter fences. |
| Posts | Wood posts no larger than 4×4; steel, aluminum, or iron posts no larger than 2×2; posts at least 8 feet apart except at gates. |
| Gates | Swing gates open inward, away from the street and sidewalk. Slide gates may not cross onto the sidewalk or a neighbor’s lot and must match the fence. |
| Corner lots | Two front setback lines apply, and fences can’t block sight lines for drivers or pedestrians. |
| How many | One perimeter fence per lot. |
| Stain or paint color | Not addressed in the fence guidelines. FCPOA does require a permit for exterior painting, so ask the ACC before changing a fence color. |

Fencing in Forest Cove
Forest Cove is one of the oldest neighborhoods in the Kingwood area. Its first deed restrictions date to March 1961, a decade before Kingwood itself, and it runs its own association rather than belonging to the Kingwood Service Association. Homes sit on larger wooded lots along Hamblen Road near the San Jacinto River, with a residents’ pool and a marina on Lake Forest Cove.
Two things shape fence work here. First, the lots are older and bigger, so we see a lot of long cedar privacy runs, replacement of 1970s-era fences, and storm repairs. Second, the former golf course is being redeveloped into new homes, which means new fences on new lots where the ACC is paying close attention to consistency.
Because Forest Cove limits front-yard fencing to open styles, we often pair a cedar privacy fence in back with ornamental iron or aluminum toward the street, which meets the 75%-open rule without looking like a cattle fence.
Forest Cove Fence FAQ
Do I need HOA approval to replace a fence that’s already there?
Yes. FCPOA requires an Architectural Committee permit for any exterior work on the home or lot, and lists fencing by name. A like-for-like replacement still goes through the ACC.
How tall can my backyard fence be in Forest Cove?
It depends on your section. FCPOA’s FAQ says to check your section’s deed restrictions, which is why step one above is finding your section on the map. Fences in front of the front building line are capped at 6 feet and must be at least 75% open.
Does FCPOA require a City of Houston permit?
No, the association doesn’t require one, but it also doesn’t handle city permits for you. You’re responsible for any City of Houston permit that applies. Our Kingwood fence permit guide explains when one is needed.
How long does ACC approval take?
FCPOA doesn’t publish a turnaround. Section 1’s deed restrictions give the committee 30 days to approve or disapprove. In practice, a complete application with a clear site plan moves fastest, which is why we prepare the drawing for you.
Can Astro Outdoor Designs submit the application for me?
We prepare the site plan and fill in the fence specifications, and you submit it as the owner. We’ll walk you through it in about ten minutes at the estimate.
